Online policy sales for insurance companies: quote, payment, renewal and claim without visiting an office.
A driver buys motor MTPL from a phone in five minutes and picks whoever makes it fastest to quote and pay. We build a website with a calculator and electronic policy, a client portal for filing claims, a CRM that reminds clients about renewals on its own, and ads targeting searches like «car insurance online».
Six areas for insurers and agent networks.
MTPL, CASCO and travel calculators, electronic policy, Kaspi payment, disclosure section, two languages.

from ₸150,000/moInsurance in Kazakhstan splits into two different markets. Compulsory lines — above all motor third-party liability (OGPO) — are a mass product with a regulated tariff: every insurer calculates the price with the same formula, so clients choose by convenience, speed and service. Voluntary lines — CASCO, travel insurance, property, voluntary health (VHI), accident cover — require advice and comparison, and what wins here is clear pricing, a calculator and a fast reply from a manager.
Both markets share one thing: renewal. A policy lasts a year, and an insurer that does not remind the client two or three weeks before expiry hands that client to whoever shows up first in search or in a banking app. That is why the base of active contracts with expiry dates is the main asset, and a CRM with automatic reminders pays off sooner than any advertising.
Below is what we do for insurance companies and agents: each area has its own page with features, integrations, regulatory constraints and prices.
What insurers and agents come to us with.
- The website calculator says «leave a request, a manager will call you» instead of showing a price and taking payment — the client leaves for a site where MTPL takes five minutes.
- Policy expiry dates sit in the core system, but nobody reminds clients about renewal: every year part of the base moves to competitors without a single call.
- Leads from the website, WhatsApp, Instagram and agents land in different places; management cannot see how many enquiries became contracts or which channel brings CASCO and which brings only cheap MTPL.
- A client with a claim calls the contact centre, sends photos over WhatsApp and waits weeks without knowing the status — hence complaints to the regulator and negative reviews on 2GIS.
- Agents work in their own spreadsheets: no shared base, no control over renewals and commissions, and when an agent leaves, clients leave too.
- Ads on «MTPL online» and «insurance for a visa» burn budget on aggregators and informational queries, while ads get rejected for breaking financial advertising rules.
What matters specifically in Kazakhstan.
- ARDFM — insurance is licensed by the Agency for Regulation and Development of the Financial Market; the website must show the full legal name, licence number, insurance rules, tariffs and the complaint procedure, and ads cannot promise guaranteed payouts.
- Unified insurance database (ESBD) — compulsory insurance contracts and the bonus-malus class are stored in a single national database; an MTPL calculator should pull the class and check an existing policy through the insurer's core system connected to ESBD, not ask the client to type it in.
- Electronic policy — the contract is concluded online and confirmed with a one-time SMS code or a digital signature (EDS); the client receives the policy by email and WhatsApp and can verify it by IIN or plate number.
- Kaspi — paying for a policy via Kaspi Pay and Kaspi QR is the norm; some clients buy MTPL right inside banking apps and on aggregators, so your own channel must be no harder to use.
- Two languages — website, calculator, policy and notifications in Russian and Kazakh: clients are entitled to receive the rules and contract in either language, and in the regions Kazakh-language searches make up a noticeable share of demand.
- Personal data — IIN, vehicle data and medical information fall under the personal data law; databases containing such data must be stored on servers in Kazakhstan, and consent to processing is collected in every form.
The order that pays off fastest.
- CRM with renewals — import active contracts with expiry dates and send automatic WhatsApp reminders 30, 14 and 3 days ahead. It works on the base you already have and needs no ad budget.
- MTPL calculator and online purchase on the website with Kaspi payment — the entry product through which clients enter your base.
- Search ads on hot queries — MTPL, CASCO, visa insurance — leading to landing pages with a calculator.
- SEO for insurance lines and client questions — «how to check insurance by plate number», «what to do after an accident»; results in 4–6 months.
- App and client portal — when the base runs into tens of thousands of contracts and you need online claims handling.
MTPL is the entry point; the money is in renewals and cross-sales.
The MTPL tariff is regulated and sales commission is capped, so acquiring a client for one compulsory policy alone is expensive. The value is in what happens next: renewal a year later with no ad spend, CASCO for the owner of a new car, travel insurance before a holiday, apartment cover with a mortgage.
In our experience and according to market data, retaining the base at renewal costs several times less than acquiring a new client through search ads. So we measure not the cost per lead but revenue per client over 2–3 years: this metric shows which channel brings people who stay and buy voluntary lines.
Questions from insurance companies.
How much does a website for an insurance company cost?
A landing page for one product with a calculator and lead form costs ₸250,000–₸400,000. An insurer website with all lines, online purchase, disclosure section and two languages costs ₸600,000–₸1,200,000; with a client portal and core-system integration — from ₸1,500,000. Details on the website for insurance companies page.
Can we sell MTPL online directly from our website?
Yes, if your core system has an API for quoting and issuing policies with an ESBD connection. We build the interface: IIN and plate number input, a quote with the bonus-malus class, signing with an SMS code, Kaspi payment and delivery of the policy by email and WhatsApp.
Do we need a CRM if we have an insurance core system?
The core system handles contracts, reserves and payouts, but not sales: who got a quote and did not pay, whom to call about renewal, how much each agent sold. A CRM covers that part and receives contract data from the core system, so nothing is entered twice.
Which advertising works for insurance?
Search ads in Google and Yandex catch people ready to buy: «MTPL online», «CASCO price», «Schengen visa insurance». Targeted ads on Instagram and TikTok work for voluntary lines and seasonal triggers — holidays, buying a car, winter. Management from ₸150,000 per month per platform plus ad budget.
Does this work for an insurance agent rather than a company?
Yes, at a smaller scale: an agent usually needs a landing page with a quote and lead form, a CRM with a client base and renewal reminders, and ads in their own city. Online policy issuance is connected through a link or API from the insurer the agent works with.
