Telegram bot or app: what your business needs
When a Telegram bot or Mini App is enough and when a business needs a mobile app in the stores. Price, timing, features and retention compared, with Kazakhstan examples.
Every week someone writes to us saying “we need an app”, and twenty minutes into the brief it turns out they need a ₸300,000 bot, not a ₸3,000,000 app. Sometimes it is the other way round. Here is how we decide.
What a bot can do
A Telegram bot today is not just buttons in a chat. Mini Apps open a full web interface inside Telegram: a catalogue with filters, a booking calendar, a user account, payments. The user installs nothing, the bot knows who they are, and you do not go through Apple and Google review.
What a bot handles well: service bookings and reminders, taking orders and Kaspi payments, status notifications, subscription access to content, internal staff processes (shifts, requests, checklists), support and FAQs.
In our product 1Work, the staff wallet lives in Telegram: earnings, payouts, shifts. A separate app for that would be overkill.
What only an app can do
- Push notifications without Telegram — to all users, not only those who are on the messenger and have not muted the bot.
- Camera, background geolocation, Bluetooth, NFC, sensors.
- Offline mode with local data.
- Presence in the stores as an acquisition channel: App Store and Google Play search.
- An icon on the phone's home screen and the habit of opening it.
- Apple Pay, Google Pay, in-app purchases through the stores.
- Widgets, Live Activities, system integration.
If your value lies in any of these, you need an app.

Audience
Most people in Kazakhstan have Telegram, but not everyone. The 45+ audience is more often on WhatsApp. If your customers are there, consider a WhatsApp bot or an app. For B2B and a young audience, Telegram works very well.
Retention
An app on the phone's home screen is a constant reminder of you. A bot gets lost in the chat list. On the other hand, apps get deleted, while a bot stays until it is blocked. For services used frequently (daily), an app retains better; for infrequent ones (once a month), a bot is more convenient — nothing to find or update.
How we decide at the brief
- How often will the user open it? Daily — an app. Less often — a bot.
- Are phone features needed? Camera, geolocation, offline — an app.
- Where is the audience? On Telegram — a bot. On WhatsApp — a WhatsApp bot or an app.
- Budget and timing? Under ₸1 million and under two months — a bot or a Mini App.
- Are the stores needed as a channel? If yes — an app and ASO.
Often the right answer is to start with a bot or a Mini App as an MVP, test demand, and six months later build an app on the same backend. We design the backend so that this transition does not require a rewrite.

Can we build a bot first and an app later?
